Whether one of these prints is an outright fake, a late reproduction that has been treated to look like an original, or a contemporary edition printed with new blocks, I would agree with you that no. 1500 is probably the original.
I'm sure many museums all over the world have ukiyo-e prints on display that are not genuine, but I would perhaps not expect it from a large, well-reputed institution like the Library of Congress. Their experts must surely have had reason to form an opinion on the obvious differences between these two prints, and it would indeed be interesting to learn what conclusions they have drawn.
