Jon,

The signature reads "M˘sai" (孟斎). This was a name sometimes used by Yoshitora, but as the print was published as late as 1894, it's most probably not by him. Instead my guess would be that the artist was Nagashima Shungy˘ (永島春暁), who may have been Yoshitora's son (Yoshitora's family name was also Nagashima).
