This is the answer I just got from the japanese seller. Quote: "The publisher is kansendo甘泉堂。 kansendo bought the rights and the key blocks to another publisher Sanoki. It is not unusual during edo period( around 1850). It is not a reprint but genuine and original later edition"

So, it's wel in line with your comments.
I found the publisher's seal (not exactly the same) on this print:

I still have to do some more research on that print.
