I agree, the signature looks like "Hiroshige"; the second character is pretty definitely "shige".

However, I am pretty sure there is no way this is a Hiroshige. (Unless it's, like, Hiroshige III.)

What happened a lot in the WWI-WWII period is that publishers took prints by other artists and stuck a 'Hiroshige' signature on them, to increase their salability. That's probably what happened here.

It will be very difficult to tell who the actual artist is.
