Why majority of re-prints still have the

Hi all,
I was wondering why, in case of re-prints (defined as prints made with woodblocks different from those used in the original print) the seal of the carver does not change (most of the times it does not even change in its position if compared with the original). Are those really re-prints or it may be better to call these as reproductions? Thanks all.
