I think it just reads 'shu' (琇) - not much help!

"dictionaries translate the romaji Hakushu as 'applause, clapping' ... A Google search of Hakushu does not bring up any woodblock print artist"

Given that there are a number of other shin hanga woodblock artists who use that character as the first character in their names, I would bet it is the artist's name.

It's possible this person uses one of the other readings of that character, so if you're doing searches in English, you should try them all.
