Well... the siganture doesn't look much like the one that's reproduced in Self+Hirose, and that second character only bears a strong resemblence to 'tora' (虎), but the other name (as best I can see it) does bear a strong resemblence to one of his other names (Ichimōsai - 一猛斎), so it's _probably_ him.

I don't see a censor seal which would allow us to date it. The publisher is To Yamaguchi (Marks #591, probably seal #21-022 - although there seems to be an error here in Marks, he has two identical seals shown in 21-022 and 21-023, and the caption for 21-022 doesn't match the seal displayed).

"Is this depicting Minamoto Yoshitsune and Benkei in the Gempei Wars?"

I don't see the kanji for Musashibō Benkei (武蔵坊 弁慶) or Minamoto no Yoshitsune (源 義経) in any of those little cartouches, so no, probably not.
