Indeed they are.

In the title cartouche (upper left, red) you can see the characters for Tōkyō (東京). Edo was only renamed "Tōkyō" in 1868, and that new name was never used before that - and Hiroshige II had stopped signing prints with 'Hiroshige' (as here, red carouche on the lower left) in 1865 (changing his 'go'to 'Risshō').

So that alone nails it to Hiroshige III.
