The role name given in the red cartouche at upper left reads 'Kanbayashi Omiya'. (Omiya was a maid at the Kanbayashi Tea House.) There is a date seal to the left of this cartouche that I cannot make out from your photo, but I suspect it is the seal for 1861. If so, then this design relates to the Kabuki play 'Chiyo no haru Tosa-e no sayaate', performed in the 2nd month of 1861 at the Ichimura-za. To me, the actor looks very much like Ichikawa Shinsha I. However, although Shinsha did appear in this production, he is not listed under this role in either the 'Kabuki Nendaiki' or the 'Kabuki Nenpyo'. The role is given to another minor-ranking actor. The design is perhaps the centre sheet of a triptych.
