The artist is Hasegawa Sadanobu II (1848-1940) and your print is part of a series 'HaiyŻ mitate Nippon meishŰ' (Actors viewd as beautiful places in Japan), published in Osaka, ca late 1870s-1880 by Ishikawa Wansuke. The scenery is probably Lake Biwa with Mt Fuji in the background. I could not decipher the actor's nbame (Arashi ?) nor his stage name.
