I think this is actually Hiroshige III. (When I first saw it, I thought 'Hiroshige II', but when I checked my Hiroshige II site, I didn't have a series of this exact name by him.)
The series title (in the red cartouche) is 'Kachō zu-e' (花鳥 圖會), or 'Views of birds and flowers'.
If you Google for 'Hiroshige "kacho zue"', one of the first entries that turns up is for an entry at Artelino for an oban print with that series name, and if you look at the image the cartouche/etc are identical with yours. And it lists the artist as Hiroshige III, and date that says it has to be him. (Yours has a date in the margin, but I was too lazy to try and read it.)
So I'm pretty sure it's Hiroshige III.
I don't know the title of the specific print (in the yellow/mauve cartouche), though.
