Here is another copy of this triptych. This Utagawa Kuniaki (dates ?) was a direct pupil of Kunimasa IV/Kunisada III.

The suffix 'hoga' (sometimes also used as a prefix) is found in earlier prints and ehon indicating the artist who designed the insert ('by interpolation'). Strangely, in the colophon of some ehon I encountered, just one illustrating artist is mentioned with the suffix 'hoga' - p.e. Hokusai hoga', without trace of a further 2nd illustrator.
In this case, Kuniaki could have designed the background.
