I think that the compound 'hoga', in the context here, could be read as 'assistant drawer' or 'supplementary drawing by...'.

The only reference that I found for Kuniaki being a pupil of Kunisada III is in 'Bunka dejitaru raiburari' (Digital Library of the National Art Council):
