The seal reads 'Kisai' (喜斎) which points directly to Hiroshige II indeed. A scholar could tell us when the name 'Kisai' was first used by the artist (before or after his divorce in 1865?). If used after 1865, when Hiroshge II moved to Yokohama, the names 'Hiroshige' and 'Kisai' seem not compatible with each other.
