To my eyes, the extra writing looks to be not printed, but rather hand-written with a brush. The printed writing, to the right of each of the red seals, is of consistent line weight throughout. If you look carefully at the "extra" writing, you can see that the strokes at the top of each vertical line have a heavier weight than the strokes at the bottom of the same lines. This is consistent with the brush being re-inked between written lines.

This kind of natural calligraphic flow is reproducible in the carving of characters to be printed, but it's not usually done because it requires more effort on the part of the carver.

Therefore, I suspect that you have a print that someone wrote on. I share your curiosity about who wrote it, and what it says.
