Thanks for your input. The print mentions indeed Segawa Tamon. It is most probably Kikunojo V who was already performing at very early age and not Tamon II, born in 1815.
Seems to me that the publisher's mark of Noda Shichibei has a slightly different shape with a larger 'roof' (see image and also prints bearing this publisher's mark - image source: http://homepage1.nifty.com/saga-t/kappa/watashi/kaimono/jyouge/ho.html).
I don't think that it is a variant of the character 'tsukuda' (佃).
