I'm pretty sure that's a Hiroshige, and a real one (not a later reproduction). It doesn't belong to any of his major series; in fact, given the lack of a title cartouche, this is probably one panel from triptych.

The three small circular seals seem to be a pair of 'nanushi' censor seals (on top); I'm not quite sure what the bottom one is, I can't see it well. If you provide a clear closeup, we can read them and give you an approximate date. Or you can look them up here:

The large rectangular seal is the publisher, I expect.

There is a catalog ("The Baur Collection: Japanese Prints - Volumes I and II") which shows a large number of Hiroshige triptychs; if you look through this (too busy myself, sorry) you might find this one.
