As already mentioned, I can only refer to the fact that this particular Hokusai series was already the subject of an in depth scrutiny by Roger Keyes en Peter Morse, published in 1972. Probably, this source was the immediate cause for the LOC to label their own copy as a later copy.

It remains unclear however, when these 'new' blocks were made. Keyes ands Morse do mention a possible pre-Meiji date.
