Hi, this is by Kunisada I, signing (signature in the lower right corner, the two vertical rows of kanji) as "Ichiyōsai Toyokuni", i.e. Toyokuni III.

There's a single small round 'nanushi' censor seal there which will give the approximate date; you can learn more about them here:

The publisher (medium rectangular seal below that, #21-235 in Marks) is Izumiya Ichibei (Kansendō, #180 in Marks).

The series and title is in the upper right, but I don't have time to read them. You might be able to find the series title on the Kunisada site:

but you'll want to have the date first, to narrow it down.
