Toshisei - a pupil of Yoshitoshi?

This print titled 'Hyuaku-ichi nenme (no) nitsushoku' (101 Years of solar eclipses) was published by Okada Tsunesaburô in 1887 at the occasion of the solar eclipse on August 19 that year.

The print is signed 年情௃. I presume this should be pronounced as 'Toshisei ga'. Found no further info on this artist.

I wonder if this could have been one of Yoshitoshi's pupils.
