Why mix pure Japanese and Sino-Japanese readings in the pronunciation of the name? You wouldn't say Yoshinen instead of Yoshitoshi, would you? :-)

Finding a pure Japanese reading of 情 used in personal names isn't easy, though. My guess would be that this kanji was used as a variant of 晴, which would give the name Toshiharu (年晴), who was indeed a pupil of Yoshitoshi.
