It's cool, and finding a Japanese print from the 1820s - 1830s in Utah is certainly unusual.
When you get back into that period (early 19th century), is when the number of surviving prints really starts to drop off.
This one is not really outstanding in any way - picture of a famous actor who appeared in hundreds of prints, so the subject is typical. Condition is not great, with the fold through the center and the wormholes in the background etc.
Depends on whether it really "speaks" to you as an artwork.
Several hours of tattoo work is worth more money if you are talking only "market value"
