As suggested by Guy, the artist is Sadahide (1807-1873). The title of the print is "Ise go-sengu no zu" (伊勢御遷宮乃図). It depicts the ceremony of consecrating the newly rebuilt Ise shrine in 1849, and it was most probably published in the same year. As you may know, this shrine is rebuilt every 20 years.

In the background are the nearby Meoto Iwa, the two rocks joined by a rope of rice straw.
