1. This was probably already noticed but does not seem to be mentioned in the archive:

The print in the listing, with a double signature, is strikingly similar to #74 in

http://www.biblio.tuat.ac.jp/vr-museum/ukiyoe1/UKList1.htm

That one is signed 種房, yes Fusatane, though this presumably is not the usual Fusatane since the print is from 1828.

Although the listed print and #74 are very similar they are also different in many ways.

This similarity fits with the fact that #68 to 72 in that list look as if they are in the same series as #73 and 74.

2. I’ve attached some prints from that series with double signature.
