It's by Katsushika Hokui (葛飾北為, active 1830s-70s), here signing 'Hakusanjin Hokui hitsu' This artist was a later pupil of Hokusai.
The series 'Nichiren shônin-o ichidai' relating the life of priest Nichiren is mentioned at the biographical page of Wikipedia (in Japanese) but I did not find further references or images. It was issued during Tenpô, around 1843-47.

Anyway, you have a very rare print by Hokui, but not by Hokusai.
