Your print is by the artist Yōshū Chikanobu (1838-1912)and was published in 1885 by Kobayashi Tetsujirō. It is print no. 35 from the series Snow, Moon, Flowers (Setsugekka 雪月花)and is titled Echigo, Snow in Niigata, Ayume and Takane.

You can find complete information on this print and the series in the book Chikanobu: Modernity and Nostalgia in Japanese Prints, Bruce A. Coats, Hotei Publishing, 2006, p. 102. The book will also provide historical information on the Meiji era when this print was created.
