Unreferenced Shotei Print ?

I have recently purchased 3 prints from the same series, but only 2 are referenced in Mark Kahn's Shotei catalog, one as being p-6, the second p-22, but I cannot find the last one.

Still on the same topic / artist, I have noticed that prints from Shotei with a printed number on the back are usually Wanatabe's pre-earthquake as seen in the image below:

I am very surprised to see this print (#219) being referenced as plagiarism on Shotei's website. As a matter of fact, I still believe that there were no such thing as plagiarism, but different variation from different publishers mandated by Shotei himself.

Shotei being under exclusive contract by Wanatabe, very most likely have used a new name / seal, either to obtain extra income during tough times, or maybe to submit variant designs, that maybe he liked better than the first original edition, and wanatabe refused to publish the variants because he still had inventory left / cost of publishing a new variant.
Or maybe was he curious to see if his prints could become as popular under a new ga, just like Hokusai did by changing name and seal every year or so.

Regardless, I do believe that the print # 219 is a pre earthquake original, see front picture here :
