It is an 'uchiwa-e' (fan print) of a hawk attacking a crane, signed 'Baizan hitsu' (梅山筆).

I don't have further specific information on this artist. A possible clue could be the Edo based 'gesaku' writer T˘zaian Nanboku (?-18927) who designed also a few ukiyo-e prints. The name of his teacher was Baizan so there could be an indirect link with this print but is just my own guesswork.
