The artist is Toyohara Chikanobu (1838-1912), and it's a depiction of a scene from a play. The actor in the middle panel is Ichikawa Komaz˘, and he is flanked by two members of the Onoe actor family.

As for the year of publication, I'm not at all sure. Normally all such prints from the Meiji era carry information about the date of publication, either in the form of a seal or a colophon, but in this case it seems to be trimmed off.

Hopefully someone else can identify the play and find out when it was staged with the actors here portrayed. This should also give us a good idea of the date of the print.
