Apparently it's a print from a satirical album, which explains the absence of signature, date seal and publisher's mark. According to MFA it was published in 1868, the very first year of Meiji. It depicts the daimyo Uesugi Kenshin (1530-1578) on a visit in Kyoto, most probably an allusion to a contemporary event or personality.
