It appears to be two separate pictures that were printed on the same sheet of paper. Unfortunately I can't read the cursive text, but I would guess that these prints are illustrations of ky˘ka (狂歌) poems - see http://viewingjapaneseprints.net/texts/topictexts/artist_varia_topics/kyoka7.html.

I've searched on the net and in a number of books, but I haven't found anything similar in Kuniyoshi's vast production of prints. The best advice I can give you is probably to contact William Pearl, who manages the website "The Kuniyoshi project" (http://www.kuniyoshiproject.com)
