The artist is Chikashige, who was a pupil of Kunichika and member of the Utagawa school. He was active as a print designer during the second half of the 19th century.

It's a portrait of the actor Ichikawa Kuz˘ III (1836-1911, also known as Ichikawa Danz˘ VII). If you can provide a better image of the circular censor's seal, we can probably determine the year of publication. It looks like it could be from the late 1860s or very early 1870s, though.
