It doesn't look like an ordinary ukiyo-e print. If it is a woodblock print, it could be a Meiji reproduction of a much older painting. The hairstyle suggests that it's a scene from the first half of the 18th century, but a print from that era would not look like this.

A better image of the signature (bottom left corner) could probably help solving the mystery.
