This is a 'Shibayama' (芝山町) wooden panel carved for inlaid materials as embellishments. The technique is different from that used for woodblock prints.
The red seal at lower right is the seal of the artist, but it is hard to read the name, because these are stylized, nonstandard kanji
The period of manufacture is probably around 1890s - 1910s, end of the Meiji period
In the background is the volcanic Mt. Fuji, the most famous geographical place in Japan
