I believe these are preliminary drawings for prints, they may be sketches from when the artist was thinking through the idea, or sketches for the block carvers and publishers. The notations may indicate colour. I have seen them pasted into albums so I am not surprised to see some mounted on a scroll. These are almost certainly someone's collection, a scrap book if you like, so they do not have to be related. I have seen a collection attributed to Toshikata (as the collector) which contained drawings by Gekko and others.
