Many sugoroku were not signed at all, this one may have been signed in a different panel, or in the margins of the playing board.

The style is strongly reminiscent of Toshikata. And the period is correct.

So if I were to make an educated guess, it would be Toshikata, or another late-Meiji follower of Yoshitoshi.

Perhaps someone can find the true identity of the artist, by discerning what the title says in the upper right corner of this very small image.
