It's indeed a print designed by Okumura Masanobu but the actor's name is Nakamura Shichisabur˘ II (1703-74), here in a kabuki role.
The print is a hand colored 'urushi-e' (lacquer picture), signed 'Nihon gak˘ Okumura Masanobu sh˘hitsu'and published in the 1720s by Okumura Genroku (Kakujud˘).

Could well be an original although faithful early Showa era (1930s) reproductions are available.

Best thing to do is to contact a museum that has a staff familiar with ukiyo-e (Art Institute of Chicago, MFA Boston, Harvard Art Museum....).
