Yes, it is one panel of a set of three prints by Kunisada II. From circa 1870.

On the basis of design, I am guessing that it is the leftmost panel of the triptych set. Could possibly be the center panel.

The signature is "kochoro Kunisada hitsu".
The red circle below the signature is the toshidama seal of the Utagawa artist clan.
