I'm not very good at reading Japanese, and some of the characters are rather blurred, but apparently the lower part of the text says: "T˘ky˘ Haibara sei" (東京 榛原製), meaning "Manufactured by Haibara in Tokyo", most probably this company:

The upper left column reads "Fukyűban nishiki-e" (普及版錦絵 - "cheap popular editions of colour prints".
