The style of the boats on the harbor and ocean in the background strongly suggests Hiroshige.

Also bears some resemblance to a Ryugoku Bridge bijin triptych by Hiroshige :

But, I feel your poly-tych must have been published significantly earlier.
Perhaps around the year 1840.

My guess is that you are correct.
