The print is by Utagawa Yoshitora, and probably published in the 1840's

The subject is 'Tenjin' scholar Michizane, riding an ox.

It appears to be very derivative of a design by Yoshitora's teacher, Utagawa Kuniyoshi :

Actually, this was a fairly common subject in various ukiyoe artists' prints at the time. But the resemblance in this example is unmistakable
