This is a botanical print by Nishimura Hodo.

Left margin is date of publication, "Showa 14, 3rd month". Meaning, approximately, during the month of March in the year 1939.
After the year and month, it may say "10th day", or, at least, the characters appear to indicate a day of the month.

Right margin says "Yamabuki", which is the variety of brilliant-yellow flower shown in the design

Does not appear to have the signature or seal of Hodo on this printing
