surprising cartouche

This woodblock is dated Meiji 14 (tall thin cartouche on the right), some years after Utagawa Kuniteru died. Yet the left cartouche contains his name preceded by kanjis I cant read, and the blue cartouche seems to indicate the painter (two top kanjis GA GAKO) was someone else,unknown to me. I read his name as TAKA HASHI ? SHI JO.
Can you help me understand what Kuniteru did and who is really the author?
