Second kanji certainly appears to be 'nao' / 'tada'

Third kanji is likely 'ga'. Therefore probably:

_直画

First kanji, it is very stylized or 'freehand'.
Can't see this as being any of the Torii Kiyotada signatures, however ... because Kiyotada in that case would be: 鳥居 清忠

Maybe a rare departure from the canonical form, by using a different 'tada' kanji? But that doesn't seem likely.

So frankly, I don't know, have never seen this signature. On the basis of overall appearance and style, I am guessing this is early-19th century.
Maybe around 1820 - 1840.
