Actually I am thinking 'Kuninao' 国直
which is to say, the well-known Utagawa School artist.

That would fit the timeframe of the apparent period, and also the style.

Reason that didn't occur to me at first is: that in my experience, Kuninao's signature was always neatly written/carved, in his prints. Could be a messy version of his signature, on a more casual ink sketch.
