Francis is quite right - the signature reads "Kchr Toyokuni". However, during the 19th and early 20th centuries there were three different artists who in turn used the names Kchr and Toyokuni. They are usually known as Kunisada I, II and III.

In this case we can use the censors' seals, Hama and Magori, to deduce that the artist was Kunisada I, who used the name Toyokuni from 1844 to his death in 1864. These seals were used together from 1849 to 1853, but in 1852-53 they were always accompanied by an oval date seal, that is missing on your print.
