It's a bookplate by Hokusai showing Mount Fuji from Tsukuda Island. Above is another edition of the print with Hokusai's signature.

According to the Jordan Schnitzer Museum of Art (http://jsmacollection.uoregon.edu/detail.php?t=objects&type=all&f=&s=japanese+woodblock&record=967) the plate is from an album with the title "Tôto shokei ichiran" (東都勝景一覧 - Fine views of the Eastern Capital at a glance, published in 1800).
