Your print was originally part of a botanical picture book holding 3 volumes called Keika hyakkiku (契花百菊) "One hundred chrysanthemums from Keika". The artist is Hasegawa Keika (長谷川契華).

The book was originally published in 1893, but keep in mind that the book was surely reprinted a couple of times thereafter.

Your particular print is from volume 2 of the said book. The characters next to flower say YŻyake tsuki (夕焼月) "sunset moon".
