It is indeed a character from Chūshingura, but the emblem belongs not to Ōishi but to the daimyō En'ya Hangan.

The characters on the paper read 牽花憐共蒂 / 折藕愛連絲 which is a couplet of a Chinese poem by Wang Bo (649–676).
