The artist is Utamaro.

The title of the print series reads "Tji zensei bijin zoroi" (当時全盛美人揃) which can be translated to "A Set of the Great Beauties of the Present Day". Your particular print shows the courtesan Takigawa 瀧川.

While the series was originally published in 1794, your print seems to be a later reprint. Compare to the original above and notice the missing signature of Utamaro and the publisher seal.
